In the image, Governor Samuel Pennypacker is depicted as a parrot wearing spectacles.  A firecracker labeled "public opinion" explodes beneath him.  The political cartoon references Pennypacker's anti-cartoon bill which prohibited cartoonists from depicting politicians in any non-human form.  Cartoonist and the general public were outraged and the law was repealed in 1907.
