Reverend Edward McGlynn pours the contents of a watering can labeled "anti-poverty fertilizer" over a group of anarchists armed with knives and guns.  The anarchists are depicted to resemble seedlings sprouting from the ground.  Behind McGlynn, Henry George sows his "mischievous theories" seeds.  In the background, buildings are on fire, and a group of men knock down a statue of Columbia from her "constitution" pedestal.  Above the statue is a quote from Reverend McGlynn.
