Atwater first implores Monroe to read his writings on the "Aboriginal Antiquities" of Ohio, and proposes a book to be called "Notes on the State of Ohio," much like Thomas Jefferson's "Notes on the State of Virginia." The second part of the letter shows Atwater's frustrations with the unequal distributions of land and resources for Revolutionary War veterans, and the difficulty navigating bureaucratic government systems.
