Unemployment Report Card
DUring the summer of 1937, Congress gave President Franklin D. Roosevelt $5,000,000 to spend on an Unemployment census. The Unemployment report card were delivered to 31,000,000 homes to be returned no later than November 20, 1937. A survey conducted by the Works Progress Administration in the late spring of 1937 revealed that 48% of men and 34.9% of women in Philadelphia were unemployed for two or more years.
