Biography:
Charles Nelan was born in 1858 in Ohio. In 1888, he began working as a cartoonist for the Cleveland Press. He later worked at the New York Herald where he published a series of cartoons about the Spanish-American War . He began working for the North American in 1901 and drew a series of unflattering cartoons about Samuel Pennypacker. His cartoons prompted the State Legislature to pass an anti-cartoon bill in 1903 which prohibited cartoonists from depicting politicians as animals, birds, insects, fish, or any non-human creature. The unpopular law was never enforced and was repealed in 1907. Nelan also worked for the New York Globe. He died in 1904.
