Biography:
In 1896 Wencel Hartman was the Combine candidate for President of Select Council of Philadelphia.  The Anti-Combine wing of the Republican Party in Philadelphia, led by Israel Durham and Boies Penrose, opposed the Combine faction. The Anti-Combine won a decisive victory and elected thirty-two members in the two branches. The most contested election was held in the eighth ward between Wencel Hartman and John Roberts. Despite the Anti-Combine's efforts, Hartman won.  Wencel Hartman is depicted in the New York World cartoon “Effect of Roentgen's "Rays."
