Biography:
Richard Penn, Sr., was the son of William Penn, founder of Pennsylvania.  He was William and Hannah Penn's third son.  Richard Penn was the proprietary and titular governor of Pennsylvania and New Castle, Sussex, and Kent Counties, which now form the state of Delaware.  Penn was born and died in England.
