Image Description:
In the image, Philadelphia Mayor John Edgar Reyburn performs a scene on stage on top of a platform shaped like a cliff.  He holds a small boy labeled "public schools" over the edge of the cliff as if he is going to drop the child.  A shocked voter casts his ballot into a box labeled "loan bill."  Pennsylvania State Senator James P. McNichol directs the orchestra.  Instead of musical notes, his music sheet has dollar signs written on it.
