In the cartoon, a man is digging with a shovel. There is an image of the tombstone of Wilhelm II in the background. The title of the cartoon implies that the goal of the War Garden is to defeat Wilhelm II, the German Emperor and King of Prussia.
       
In 1917 the US National War Garden Commission was formed.  It encouraged Americans to help relieve the strain on the public food supply by growing and canning vegetables and fruits. War Gardens later became known as Victory Gardens.  A similar program was implemented during World War II.
