The 28th Pennsylvania Infantry was formed on June 28, 1861. Fifteen companies were organized at Philadelphia and mustered in under Colonel John Geary, Lieutenant Colonel Gabriel De Korponey and Major Hector Tynsdale. The regiment was uniformed and equipped at Colonel Geary’s expense, being provided with gray cloth uniforms and Enfield rifles.

This items is the December 27, 1863 muster-in roll for re-enlistment of Company K's veteran volunteers. All men listed in the roll had previously enlisted in 1861. The commanding officers are listed as follows: Col. Thomas J. Ahl, Capt. C.L. Hartley, and Sgt. William Reynolds.
