This statement is part of a historic structure report about the "Judge's Shack," compiled and mostly written by Penelope Hartshorne Batcheler. The Judge's Shack was a beach shack in Island Beach State Park, New Jersey, owned by Penelope Batcheler's father, Richard Hartshorne. As the National Parks Service's policies toward beach shacks changed, Penelope and her family lobbied for the preservation of these structures on the basis of historical and cultural value. The Statement of Significance was written by Penelope and William C. Bolger, National Historic Landmarks Program Manager for the Northeast Region, National Parks Service.
