Clipping pasted on verso: "Samuel Graham, Jr. Whose appointment as manager of the Philadelphia agency of the Reconstruction Finance Corporation has been announced in Washington". Date stamps on verso for June 25, 1933 and Dec. 13, 1933.
Graham was the local manager of the Reconstruction Finance Corporation, a governmental agency established during the Great Depression to provide aid to state and local governments and loans to banks, railroads, mortgage associations, and other businesses, thus laying the foundations for the New Deal. Graham previously worked at the Third National Bank. In 1917, he became president of the Drovers and Merchants National Bank, which merged with Bankers Trust Company in 1929. After that merger, he served as a vice president and a branch manager at the Bankers Trust branch office at Market and 31st Streets.
