Biography:

Boies Penrose was a US Senator and powerful Republican politician.  He was born on November 1, 1860 in Philadelphia.  He studied political economy at Harvard University and became a lawyer.  In 1887 he became a Senator in the Pennsylvania legislature where he served until 1897.  He unsuccessfully ran for Philadelphia mayor in 1895.  In 1897 Boss Matthew Quay used his influence to help Penrose become a US Senator.  Penrose died on December 31, 1921 in Washington, DC.
