Biography:

A government official and community leader born in Puerto Rico and raised in East Harlem. He served as director of the Migration Division (1951-1969), an agency of the Government of Puerto Rico. From 1969-1970 he was a member and president of the Board of Education of the City of New York. He was a former student at Benjamin Franklin High School and was influenced by Dr. Leonard Covello.
