Biography:

Administrative assistant to Senator Joseph S. Clark in the 1960s. In 1977, Jimmy Carter appointed him Assistant Secretary of Housing and Urban Development (Legislative Affairs). He was also a partner in the Philadelphia law firm Decherr, Price and Rhoads.
