Text of speech by John B. Weber of New York given in the House of Representatives on February, 17, 1886.  Weber's speech was given during the House debate over a bill to restore disgraced Army General Fritz-John Porter to the military honor roll.  Porter served as a Union General during the American Civil War and was arrested and court-martialed in November 1862 for alleged insubordination at Second Bull Run.  After the war, Porter worked for almost 25 years to combat his tarnished reputation and was finally restored to the army's roll.
