Professor Samuel Simon Schmucker presented this memorial to the Pennsylvania House of Representatives on March 7, 1832 in support of an "act concerning the minor colored population" of Pennsylvania.  The act would require free African American parents to apprentice sons over the age of 14 and daughters over the age of 13 into an appropriate art, trade or calling.  The text of the act is included in this printing and includes a number of possible exceptions to apprenticeship, guidelines on enforcing the act, and the steps which would be taken to monitor and evaluate apprentices.
