On March 22, 1850, Governor William F. Johnston presented a message to the members of Pennsylvania's Senate and House of Representatives.  He was responding to complaints issued by the states of Virginia and Georgia in reference to "the preservation of the Union;- the institution of slavery;-and complaining of certain alleged violations of the Constitution of the United States."
