Photograph depicts portrait of Dr. Luther Armstrong Harr.  Harr was an economist and politician, best known for being Pennsylvania’s State Secretary of Banking (1934-1937) and Philadelphia City Treasurer (1937-1940).   He also served as campaign manager for Joseph F. Guffey’s senatorial reelection and Henry A. Wallace’s democratic Vice-Presidency campaign in 1940.  Throughout the years of various careers, Harr also served as an editorial adviser and treasurer of the old Philadelphia Record
