In the early twentieth century, Philadelphia was under the control of the Vare political machine, broken only briefly at first by the election of J. Hampton Moore into office in 1920. William Vare served in the U.S. House of Representatives from 1912-1927. Vare was a senate-elect, but lost his seat in the U.S. Senate due to conflict with then Governor Gifford Pinchot.
