Pamphlet proposing to solve the problem of an increasing number of state-supported children and adults considered "feeble-minded" through segregation to "state lands of no great value, far from dangerous contact with communities or easy transportation."  Segregation is determined to be the second-best solution to this problem, the first being sterilization.  However, it is acknowledged that the general public is skeptical about sterilization for these purposes.  The pamphlet was written by Dr. Charles H. Frazier, of the Public Charities Association of Pennsylvania.  Images 10, 11, and 12 are of an insert and its envelope that were between pages 12 and 13.
