Reading Pa, the commissioners of Berks County in 1886 signed a deed conveying to the city of Reading the valuable tract of land at the headof Penn Street known as the Fair Ground to be used hereafter for the purpose of a public park; the land had been held by the county authorities under a giant from the heirs of William Penn since 1800.
